A recent XCEPT-funded RVI research project has focused on emerging centres of digital innovation and infrastructure in the Somali Horn of Africa. This online dissemination event featuring the researchers, Dr Ahmed M Musa and Dr Peter Chonka will present the project findings, exploring how these hubs are reshaping state capacity and sovereignty amid ongoing political fragmentation in the Somali context. The research considers digital sovereignty as the ability of states to govern and develop connective infrastructure, while also exploring how digital systems have become part of political competition between authorities in centres such as Hargeisa and Mogadishu. Through discussion with participants, the researchers aim to strengthen our collective understanding of digital infrastructure, e-governance and their implications for state authority in conflict-affected settings.
