A Goma, le retrait des rebelles ne résout pas la crise

Dans les rues de Goma, des policiers règlent désormais la circulation à grands coups de sifflet. Ce sifflet est leur seule arme visible, mais la «police de roulage» est l'une des premières manifestations du retour des autorités loyalistes de la République démocratique du Congo (RDC) dans la ville de l'est du pays, depuis le départ, samedi 1er décembre, des forces rebelles du M23, avec leurs armes, leur butin et leur administration. …

Alors, comme le résume Jason Stearns, analyste au Rift Valley Institute (RVI), «la façon dont la question de Goma a été gérée a permis au Rwanda d'apparaître comme une solution. La démonstration est faite que, sans le Rwanda, il n'y aura pas de paix dans la région.»

In Goma, the retreat of the rebels doesn’t resolve the crisis

In the streets of Goma, for the time being, police officers control the traffic with loud blasts on their whistles. The whistle is their only visible weapon, but the traffic police are one of the first signs of a return by authorities loyal to the Democratic Republic of the Congo (DRC) in this eastern town since the departure on Saturday 1 December of the M23 rebels forces. According to Jason Stearns, analyst at the Rift Valley Institute (RVI), ‘the way the Goma question was managed, with the approval of Rwanda, looks like a solution. What it shows is that, without Rwanda, there won’t be peace in the region.’
