ብልጽግና ፓርቲ በ2010 (እ.ኤ.አ. በ2018) ወደ ሥልጣን ከመጣ ሲመጣ፣ መንግሥት ብዙ ሺህ ሄክታር የሚሸፍኑ የአገዳ እርሻዎችን ጨምሮ ስምንት የስኳር ፋብሪካዎችን ወደ ግል ይዞታ በማዘዋወር የኢትዮጵያን የስኳር ኢንዱስትሪ ያነቃቃል የሚል ግምት ተስፋፍቷል። ይህ አመለካከት የኢትዮጵያ ሕዝቦች አብዮታዊ ዲሞክራሲያዊ ግንባር (ኢሕአዲግ) መራሹ መንግሥት መንግሥት-መር የልማት ስትራቴጂ ዋና አካል የሆኑት የስኳር ልማት ፕሮጀክቶች በተከታታይ ያስከተሉት ከዕቅድ በላይ ወጪቸች፥ የንድፍ/ዲዛይን ግድፈቶች እንዲሁም የቴክኒክ ማሻሻያዎነን ተከትሎ የመጣ ነው።
